HUH?

This is a bulletin board ad we saw all over Bonaire. I'm thinking this ad agency should be avoided. Really not sure exactly what's being advertised/ sold/ bought/ public announced. You got a busty nurse holding a cell phone and a very angry doctor demanding you safe text with a very stern finger of warning. The ironic thing is that it's in english not dutch and we STILL don't get it.
